Capacity Building in the Lithuanian District Heating Sector 2001-2004
The project idea was to assist the Lithuanian District Heating Association in development towards a political interest organisation and a service organisation for the DH sector. The project was developed in 3 phases.
The overall objectives was:
- through capacity building to strengthen the LDHA to meet future requirements.
- establish district heating guidelines
- design a comprehensive training programme and secure the implementation and sustainability of training programme
District Heating Guidelines
Based on the Action Plan 2002 for development district heating guidelines a number of guidelineshas been developed in 2003 and 2004:
- Guideline on Heat Planning
- Guideline on Market Relations
- Guideline on Financial Applications
- Guideline on Customer relations (DVD, video)
- Guideline on DH advantages (update of video and transfer to DVD)
- Guideline on Heat Costs and Tariffs (for local distribution to DH customers)
The guidelines has been used dy DH companies in their daily management and operation and as training material in the course "Project Cycle Training Programme".
The project Cycle Training Programme was developed in 2001, where some pilot modules were conducted. 25 DH staffs were trained in the programme, many of them managers, that were involved or were going to be involved in development of projects.
